If you change your tariff half way through a 24 mth contract do you have to start a new 24 mth contract

No your contract carries on at the new rate. Be aware though that you cannot downgrade your tariff.

No, it will continue to the normal end date.

Also if that tariff you were on is no longer available you won't be able to revert back to it so be sure.
