I remember reading about this happening to ee customers a little while ago and it was a problem with the congestion on their network

Possibly she has accidentally added your number to her blocking list or visa versa.

Network congestion can delay texts.

Try turning the phone off , clean the SIM card and battery pull (phone model dependant) and turn the phone back on clears lots of glitches.

If it's just the one person not receiving ask her to check for blocked numbers in the message app settings.

As for delayed texts it's possible that's down to congestion.

Just to add that some phones have a global number blocking facility whilst others have to be blocked in both the phone and SMS app, so calling could still be successful whilst SMS's are blocked.
