I was charged over 4 pounds. I send STOP. can I get these blocked and obtain a refund?

 

Is there a human, preferably one that speaks english that I can talk to about this?

The regulatory body is PhonePayPlus and checking the number does confirm it's a charity donation number. If you have no knowledge of this then follow the information on the website :
