Dude, that's exactly what pissing me off in Telekom Germany (Tmobile) for years 
In Germany 0,15€ per sms (before it was 0,19€), if I'm in another country it's 13 cent. It's even cheaper to send a text to my Norwegian friend as to my friend in Bavaria.
Seems to be an all-European problem -.-
