The money is held by your bank in a shadow account and has not gone to O2.
Your bank will return you the money in line with their banking policy.

O2 have not got your money.
They will not take the payment, which is held by your bank, as the application for phone was refused.
Your bank needs to return it to your account which is usually in 5 to 7 days.
