my spend cap

I've got a £20 cap on my contract SIM but won't let me spend it. yesterday I bought a few of google play and owe them £4:70 and now it won't let me buy any more offers

It sounds more like a Charge to Mobile bar on your account.

You need to call O2 to check and have the bar lifted if possible.
