lowering tariff query

i've had a quick look and can't seem to find an answer here, a family member has an iphone 4 24month contract as of july 2009 (£35pm) , their circumstances have changed dramatically over the past month, is there a way to lower the tariff at all after a certain amount of time?

Contact O2, they should be able to reduce the tariff each month until they're on the lowest one.

Afraid not perksie, it's one drop of £5 under their current tariff rules, then one more of another £5 under the new rules then that's it.
