Cruise ships are a very tricky one as they are often out of local cell coverage. When this happens they use there own system which is expensive.
Depending on cruise and ship you may get free or paid for wifi and using if your phone supports it TUGO will allow for calls over wifi http://www.o2.co.uk/apps/tu-go

I would Suggest using a SIM card local to the area or a world sim(fees apply)
The problem I think you'll encounter on a cruise is the phone wanting to change networks as you travel/ sail.
Other probable options is the phone on board the ship.
You would need to make sure your phone is unlocked to all networks.
Try another uk sim in it like Vodaphone to see if it works. If not unlocking for pay monthly customers is free or £15 for payg customers. T&c apply for payg customers.

OK give me a few backhanders and subtefuge attempts and I'll get back to you on that....
I suppose if you added all the possible rewards and multiplied them by 12 you could end up with a week at Butlins....
