I was supposed to get free Samsung ear buds when i upgraded my phone, but I still have not received them a month after I signed the upgrade.

You dont get them sent out automatically, a code will be texted you after 30 days after you upgraded. 
IF you have received the code then you will need to speak to Customer Services, send them a message on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG), or you can call 202 from your o2 phone
