disable balance notifications - do i have to call?

i've found this previous question and answer, and it is possible to get these (hugely annoying) notifications turned off, but i've spent over an hour over the past few weeks on hold to get this sorted and can't get through. 

does anyone know if there's another way of sorting this other than over the phone, and if not, what's the best team to go through to on the call as none of the options seem quite right...?

Other than that it is persisting with calling - just after 8am seems to be best.
