delivery handed to someone

on the 6/3/22 I ordered an galaxy watch 4 and they said dhl delivered to my home address and as I was abroad they handed to someone who opened the door and didn't take the person name or they didn't take proper picture of the person .picture they have showed me is from chest down and the person who signed is me.At the time I was abroad I advised o2 to sort it out as I asked my partner who was at home at the time and their where builders fixing the boiler at home  and nobody took a parcel for me.And I came back to the UK on the 26/3/22 to call in person as I was chatting over the o2 app with o2 and they kept telling me they will investigate with DHL and will call me back wich they didn't and when I called them they told me if the door on the picture is same as my home delivery then its been delivered to the right address and its a civil matter and its not o2 business.the reason I'm disputing is they want to charge me for the device even tough DPD is lying and saying the person who accepted the delivery name is me even tough I was abroad so don't know what to do
