data usage query

At 21:45 I received a text from O2 "You've used 80% of your inclusive data .."

At 22:07 I received another text from O2 "You've used all your inclusive data"

I didn't do anything with my phone between these times, so how can the data allowance be used up?

The data could have been used anytime throughout the day.
The systems don't update in real time.
