I pay monthly charge for picture messages but this monthly been charged separately for each picture
when I pay monthly add on for 50 picture messages

and can not get through to any one to correct your error in charging me when I have monthly add on for picture messages on my account

If you are paying for picture messages then you shouldn't be charged again.

Follow the advice by @gmarkj  to contact O2.
