i've changed my tariff 2 months ago to pay monthly. i choose the £11 a months but i getting charged £21. what happened?

You need to call customer service. If this was an online offer you normally get the reduced payment on your second bill with any overpayment credited back.
Did you transfer your number? It would help if we knew the exact deal you signed up to.
