Overcharged bill

My device pay monthly plan all together is £45 (includes airtime and the device)However I am being charged over £60 for it all and I am unsure why? (About £40 airtime and £21 device)

I am due to upgrade my current O2 contract but no longer have access to the number or phone. Can I still get a new contract, I'm aware they usually send a code to the number?Any advice is greatful.
