Would I be able to use "Switch Up" to get a new phone even though I'm still paying off my Pixel 7?

It's out of contract but I'm still paying the Airtime and Device plan till towards the end of next April and it ain't cheap.

 

If I was to get an upgrade to a Pixel 9, would I be able to transfer the current Airtime/Device plan to the new one or would it start all over again from scratch?

1. You would need to be on a plan that allows for switch up

2. Your old phone would need to be in reasonable condition, which it isn't 

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.

If you are still paying Airtime and Device Plan, then you are not out of contract. Guide: How does O2 Refresh work? 

Get a cheap handset from CEX or similar, use it while you're waiting for the old phone contract to close, then perhaps try again with a new contract and the GP9, @Anonymous
