@Emma96 I don't know much about WiFi calling, not having to use it myself. I will tag @MI5 who I know does know about this, but he may not be on again until morning.
The only other thing I can suggest apart from what you've already done is to turn your router off and then back on and go through all the steps again.

Sounds like an issue at account level with O2 rather than at your phone.
I'm afraid your only option would be to try customer service to check your account.
You can use Skype to contact them as you are without a phone.
