Wi-Fi calling inconsistent

I have an awful O2 signal where I live (a fairly large town in Kent, so no idea why we're neglected by O2), so I'm having to rely on wi-fi calling. However, this is very inconsistent; I often have 0 or 1 bar of phone signal (not even 3G or 4G) and yet the wi-fi calling isn't active (i.e. the phone symbol for making a call doesn't have the wi-fi bars showing and if I try to make a call it won't connect). A few minutes later, it will suddenly become active again and I'm able to make / receive calls.

 

This results in me missing quite a few calls where the first I know about them is a voicemail notification from someone who couldn't get through. 

 

Is there a reason why this is so intermittent? It's not as if the O2 signal occasionally strengthens, because it never does. The wi-fi signal itself is always strong so it's not that the phone is having issues connecting to my network either. 

 

I'm using a Samsung Galaxy S10 on an O2 pay-monthly contract.

It will be the O2 server connection for wifi calling.

It does have intermittent connection issues.

You can try putting phone in airplane mode and turning just wifi on to see if it helps.
