No you're not. You're constantly banging on about how much better things are in South Korea, which no one actually cares about. Read the link that @adamtemp64 posted. O2's obligation is to provide 98% 4G coverage by December 31, 2017. Not VoLTE. 4G. That's it. End of.

I think you are misunderstanding something about LTE.
VoLTE(more generally IMS) is a part of specification of LTE. CSFB on 3G is intended for transition only.

There is no obligation for LTE so if that ever occurs then you can argue about but this should stop now because LTE is not on the horizon

Actually, EE also has VoLTE currently in some cities.
I am not actually complaining on anything on O2 network, just want to know what level of service I can expect after a certain period of time such as when I will see nationalwide(in obliged coverage area) VoLTE on O2.

No one can currently rely solely on LTE at this moment in UK. I am also not expected on this currently. I am only talking about future.
I agree that there is no announcement from O2 about the exact time for rolling out VoLTE.
