When is the "upgrade after 12 months" offer coming back to non-Apple phones?

Have they been excluded again, permanently? I remember eyeing a few Samsung phones on the same offer about a year ago but decided to delay my purchase until a new model comes. Now I see that not even the S9 or the S9+ are available under that.
