My O2 contract runs out 8/2
My upgrade date is 10/1
I already know I want to leave and have a new phone/SIM on the way.
Can I get a PAC code now, or do I have to wait until any of the dates above?
I don't mind paying a penalty if required.

If you use your PAC in advance of that date you will lose the o2 allowances.
If you want to get the most out of your o2 account you need to give notice on 8/1 and submit your PAC to new network around the 5/2 as it takes a couple of days to process the number port.
Of course if you don't care about using your o2 allowances, do it now, but you will still be billed up to 8/2.

Please note they are only valid for 30 days so will need to be used before they expire.Otherwise you will have to get another one...

Yes the op did say they 'didn't mind paying a penalty'.... so hopefully they are ok with that..
