As I have said this is far to technical !!!
In the UK it was 50:1 contention on home broadband but that may have been changed .
I think it is time to stop comparing different countries policies etc and just go with the flow with where you are at the time as @jonsie will agree

I am not expecting something here or something there in this thread, and also not disappointing with an actual thing in this thread either, but I think it does show some differences in browsing habits, and looking at different possible reasons for differnet resources management techniques, such as why some operators are doing optimization based on content while some don't do.
