What is NOR?

Just checked my daughter's bill and she has charges which come under the heading of 'Country' as NOR. Can someone please explain to me what NOR is? We were flying most of that day and so she couldn't use her phone. I'm a bit concerned.

Perhaps that the answer then. I know I'm not happy and she's even less so as anything over her tariff each month has to come out of her pocket.

They certainly can show up as delayed. I often see calls I made to Spain showing up in My O2 and bill the day after they were made...
