Waivered fees on refresh

Hi,
Recently upgraded & when going through the link, the fee that should have been waivered on refresh showed in the upgrade link that i have to pay. Over the phone the call handler said this is waivered as im on refresh now i cant get back in touch via online chat or telephone call. Can anyone help? Im not progressing with the order until this is sorted obviously. Anyone had similar issues?
