Is there any way I can check my voicemail when I have ran out of credit on my phone calls

You can call from a landline using your PIN to access messages.
If you haven't already set a PIN, call customer services to assist you on 4445

I think the short answer to that is no unfortunately. If you have no credit then your phone wont be working at all...

As the call to CS would cost them 25p and they have no credit I doubt that would be an option until they top up @MI5? They could of course, use a landline if there is one available... but surely far easier to get some credit on the phone? ...
