You need to call your mobile from another phone and leave yourself a message.
Then listen to it and delete it on your mobile which will reset the stuckk notification.

Great advice, your solution cleared the persistent New Voicemail message on my hand-me-down Samsung Galaxy J3 but to get it to clear as your instructions, I first had to reset the phone to accept Voicemail, I then rang from another phone and left a voicemail message. After listening to the message on the problem phone, I then turned off the phone and turned on the phone and bingo - no persistent voicemail message. Thanks.

Hello MI5 tried your solution however I'm not offered to the opportunity to leave a message!!
It states that I'm unable to leave a message.
Should add that I've just switched to O? Is there a voicemail on voicemail off function I'm missing on my iPhone maybe?
