How come listening to voice mail costs me £4000 a nanosecond (exaggeration) but I can recieve and read an SMS for free?

Anyway, my actual question, can I turn off voice mail, so as to encourage callers to send me a SMS instead, it's really annoying when cold-callers leave me a blank message and it costs me to listen to it.
