Is there any fee for upgrading to a different phone when I still have a SIM only contract? Wanting to upgrade phone but don't know if I'll get a fee for ending contract early

Normally you can move to a Refresh contract after 3 months of a sim only contract, with no early termination charge.

As long as you upgrade directly with O2, there is no fee to pay.

If I do upgrade, when does it activate? Immediately? I'm not home so I don't have access to new phone if delivered but also need my current one to text/call

Your current sim will be updated with the new contract so it will just carry on working as normal.
