I have tried to upgrade my phone online today to be told I can’t pay by visa, has anyone else had this problem? Visa is one of the biggest payment forms worldwide this doesn’t make sense to me?

You can normally but the online payment system often plays up.
Try calling customer services to pay http://www.o2.co.uk/contactus or pop into your local o2 store to upgrade.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

@Jab360 Is your card UK based? O2 only accepts cards from UK banks for payments. We are all customers here, and cannot deal with account queries, so you will have to contact customer service.

I DO NOT WORK FOR O2

If you are purchasing a product from the O2 website you can use all major credit/debit cards except Diners and Electron.
