Why am I currently paying $17 for 10gb data on a Sim plan, yet if I want to upgrade and pay O2 for a new phone, I also have to pay more for less data?

Example, buying a phone on $21 per month for 3 years pays off the phone but it's $23 on top of that for 4gb?

Is this not just an absolute con and a way to actually charge more for the phone thtiugh the 'backdoor'.? Something others are also being accused of but O2 seem to get away with......

We'd have no idea how or why O2 set their prices @Stevoc19 

You could try asking customer services http://www.o2.co.uk/contactus but I doubt they'd have any useful answers either......

I pay about that for 6GB Data.

 

Mind you my original package was only £3 less for 2GB. I merely upgraded my monthly package. Which of course you can do after a short period.
