Upfront was charged although my contract was declined

It states that we won't be charged before contract is finalized, I got charged , my contract was declined and my money was taken and not refunded .

Tried to speak on the chat but tells me to use the my O2 app which I cannot access because I have no contract .

Your bank has marked the payment pending. O2 have not got your money. When O2 don't claim it the bank will return it into your account 

With my bank that is 7 days. Others may vary
