Can't go furthur in my application due to address on drivers licence not being up to date. Will i get refunded my upfront cost & should i ring

You should ring anyway, otherwise, they may think you are proceeding with your order ie, updating your driving licence details. It's your responsibility to let O2 know.
Normally O2 hold any funds paid into a shadow account in your bank and it's returned if the contract is declined due to problems with the credit check.

If you’re not proceeding with your order then as far as I’m aware your costs are refunded. I’m assuming you have not received a sim or handset for the reason you alluded to in your post. Customer services are the people to call to sort things out or possibly sales. Check directory for numbers if you don’t have an O2 handset. Call as near to 08.00 as possible to avoid queuing.
