@Bensmith Your post is a little unclear. Was your phone blocked because you hadn't paid your bill, or do you just need your phone unlocked? If it had been blocked because of non-payment, you may have to pay a reconnection fee.

Sounds like a +9 Restriction to me. Contact customer service or try the live chat and think about setting up a direct debit again.
