Unable to start a team game in Colopl Rune Story Japan

The problem is cannot start a team game with the O2 mobile network.

or change the settings in app to work over mobile data - may be restricted to wifi only if it uses large amounts?

App developers have nothing to do with it, they just need to call the internet API.

No. The app requires internet connection all the time and when using O2 mobile network, this function breaks.

The app has no option on this, because it is 100% online game which need the internet all the time.

I'd hazard a guess that the phone may have restricted access permissions set. According to the details it needs the following permissions:

 

Version 1.0.58.1 You can access:
In-app purchases
Identity
  • find accounts on the device
Contacts
  • find accounts on the device
Phone
  • read phone status and identity
Device ID & call information
  • read phone status and identity
Other
  • receive data from Internet
  • full network access
  • view network connections
  • prevent device from sleeping
  • Google Play licence check

Assuming you have Android 6, you can adjust the permissions accordingly as it might have been disabled.I don't have Android 6 but I believe its in the settings section of the phone not the app.
