Is this a scam as it looks genuine but I became suspicious and checked MyO2 app and bill is paid... [link beginning with o2-update.ref ..... removed] this is the text message link. Can anyone confirm?

The message read, "O2:We were unable to process your latest bill. In order to avoid fees, update your billing information"

It is a scam. Delete the message and don't click on the link or enter details. You can forward it to the fraud dept at 7726 or report it to action fraud.
