Have you followed the advice here on how to activate your sim?
https://www.o2.co.uk/help/phones-sims-and-devices/activating-your-sim
As the info there points out, if you are new to O2 the sim is ready to use straightaway, so you pop it in your phone and you are good to go.
If you are an existing customer who has upgraded, and are looking for a code, you are attempting a sim swap.
If you are having problems you may need to ring customer services https://www.o2.co.uk/contactus they open at 8am, or pop into your nearest O2 store and ask them to sort it out for you.
