I've just tried to top up using my card and it says that the rules are you can't top up more than two different phones in a 30 day period. But, I haven't even used my card to top up any phone within the last 30 days. What can I do to get it sorted?

The rules state that only 2 numbers can be registered to one debit/credit card so the that is in the validity time of the card not 30 days.
Call customer service to have previous numbers deregistered or many banking apps will let you top up a mobile. Failing that use an ATM or a voucher from the local store or retailer.
