What's the difference between unlimited wifi and all rounder? Apart from charges

Unlimited wifi I believe gives free access to all the hotspots currently endorsed by O2 for example any of them shown here;
https://www.o2wifi.co.uk/hotspots

The all rounder is a mobile data addition so it negates charges for data used through O2 whilst on the move. Eg not wifi.

Wi-fi is free, BT Wi-fi is attached to some contracts, O2 Wi-fi is free for anyone to use.
