Solved: Texting a UK-based number when the holder is in EU

I would like to text a friend in France from here in the UK. He normally lives in the UK and has a UK-based mobile number. Is there a cost to the texts? What about phone calls to his mobile number?

You can text or call a UK mobile anywhere in the world from your allowances.
