I have texted someone who is on holiday in Israel. I have no bolt ons or extras. How do I know if they have received my text? Or will the text just hang around until they get back to the UK. I cannot see any details in my account that tells me about sending abroad.

You will never be charged for texting or calling a UK mobile, from the UK, no matter where they are.
It is the recipient that pays roaming charges.
