Texting 21202 while abroad

Does it cost you the standard network charge to text this number while you are abroad. For example Im in Mexico and it's 40p a text.

If you are texting when outside Europe you will pay the international rate shown so 40p. If you have TuGo and use it on wifi then texting a UK number will come from your allowance.

Does 21202 work over Tugo jonsie?
