This is a community forum, not O2. However, O2 can't put a block on the phone

If you know the password of the phone just change it.

Or you could take the sim out and let them get a PAYG sim. They would then be able to top it up themselves.

The only way for a temporary block is to report the sim lost. They send a new sim and then you call them to lift the block on the account when she behaves.
