My contract runs out in Oct this year as i stop paying for the phone, i want to change to a 24 myh 50GB @ £17 … O2 are saying i have to pay off my phone first is this correct or should i cut my losses and change provider after 10 years

Yes you do have to pay off the phone first. Then you can upgrade to sim only

To change tariff before the device is paid off, yes, it is correct.
