Tariff Charges

As device plan and tariff charges are now separated, why is the same tariff plan a different price depending on the device?  I can see £19 or £27 for the same basic starting tariff but with different phones.  Surely the phone cost difference should be part of the device charge (if any).

Ask O2 but I’m guessing it depends on which phone is flagship or most popular. IE: iPhone 8 would be considered a flagship phone compared to the previous iPhone 7 still available or even the iPhone SE. Just an example
