Tariff Change

My account states that my contract can be renewed today. I went into tarriff change and it says I can't move to a lower tariff, I don't understand

A tariff change and an upgrade are 2 different things.
If you want to keep your phone and pay less for a sim only tariff you need to go into upgrade and choose a lower priced sim only tariff.
