I've paid my bill and still can't make calls

You'll need to check with customer services @Chrissy, but usually takes up to 24 hours to reconnect you.

Have you tried contacting customer service?
When did you pay the bill, as o2's system updates overnight.
Something else to try is turn your phone off/on.
