He would have to apply for a new contract himself and go through numerous credit checks. If this is his first credit agreement, he may find himself having to pay a larger than normal upfront cost.
That's the only way.
If the phone he is using currently is still OK, he might be better off applying for a sim only contract. If he took out a 12month one he would probably be able to upgrade to a new phone/contract after 3 months.

As for HIM keeping the number, this would require a call to customer services as the number actually belongs to your contract. When you call you explain the circumstances and tell them he wants to keep the same number and could they migrate it to his new sim only contract.
A call like that would require both of you present on the call.
(I did a similar thing for my grandson 2 years ago.)
It might be far easier if he took the new number associated with the new sim.
