As you reported the phone lost, O2 will have placed a bar on your account.
You need to call them to get this lifted.
Numerous numbers in this guide to call Guide: Coronavirus Community Help and Support
0800 587 4005 seems to be the best one.
If you go instore they will call O2 on your behalf but you will still have to speak to O2.
