Every time I do this it gives me an error message of
''Cannot start Mobile Hotspot due to a temporary network problem. Please try again later''
Any ideas?

Are you on a Pay Monthly Contract as its not available to Payg.
If on monthly then ring O2 CS on 202 and ask them to check your account to ensure tethering is on etc.

Be aware that your data allowance may not last as long when being used this way due to a laptop/tablet being able to access more material.

Try pulling the battery out whilst the phone is turned on - Usually resets most temp BB issues.
