I believe Tesco will do this but O2 don't.

If Tesco can do it I'm sure O2 could do the same.

If a minor is to be using the contract, I agree, Tesco would be a better choice if that was the customers preference.
Bear in mind though, there may be an occasion where a minor might need to contact an adult in an emergency and find themselves unable to in this situation.
